To achieve the necessary standard for better evaluation, it is necessary, alongside any strategy, to have a reference to modernity as the objective experience of development in the western world. The strategies in general have been divided into four groups, each dividable into some minor strategies. The relation between the state and people as the factors of realization of development, the necessity of a value judgment of that development, time as an element playing a unique role in development, recognizing human and his needs as well as the necessary policies in this respect are among the main challenges against religious and western developments. دولت دینی، به عنوان نماد عملی مکتب اسلام, برای دستیابی به مقوله‌ی پیشرفت و توسعه، به راهبردهایی نیازمند است؛ پیشرفتی که می تواند نظام جمهوری اسلامی را به سوی کمال مادی و انسانی خود حرکت دهد.در کنار هر راهبرد، برای نیل به شاخصه‌ی لازم برای ارزیابی بهتر، لازم است به دوره‌ی مدرنیته، به عنوان تجربه‌ی عینی توسعه در جهان غرب اشاره شود. راهبردها در نگاه کلی، به چهار راهبرد تقسیم شده است که هر یک می تواند به راهبردهای کوچک تر نیز تقسیم گردد؛ ارتباط دولت و مردم به عنوان عوامل تحقق توسعه و پیشرفت؛ لزوم نگاه ارزشی به پیشرفت مزبور؛ مقوله‌ی زمان که نقشی بی بدیل در رسیدن به پیشرفت ایفا می کند؛ شناخت انسان و نیازها و تدبیرهای لازم در این باره به عنوان اصلی ترین چالش پیشرفت دینی و غربی مطرح است. https://siyasi.nashriyat.ir/sites/siyasi.nashriyat.ir/files/article-files/1146.pdf
