abstract = {The discourse of justice and development, on which the supreme leader lays special emphasis in the fourth decade of the Islamic Revolution history, demands a proper perception of the relationship between justice and development. Justic in the sense of "locating every thing in its proper place" or "giving every one the right he/she deserves" is administered, only whene government fulfills it own duties.
The idea of justice implies that, in an Islamic government justice is never inconsistent with development and it goes side by side with development paving the way to people to attain high degrees of perfection.
When government's hard efforts are centred on divine, moral and educational values thus, paving the way to most people to reach high levels of perfection we can say, justice has been achieved because such a government has fulfilled its duties towards its people properly. Therefore, if the Islamic concept of development-which stresses the idea of spiritual development and defines justice as a means of giving each individual or group the rights he/she deseves is-observed, then one of people's rights is achieving spiritual development. In this case, both development and justice will go side by side, and so there is no cortradiction between them.

abstract_fa ={طرح گفتمان عدالت و پیشرفت در دولت دینی، که در دهه‌ی چهارم انقلاب اسلامی مورد تأکید  مقام معظم رهبری قرار گرفت، مستلزم شناخت مناسبی از روابط میان عدالت و پیشرفت است،  در صورتی دولت، مصداقی از عدالت به معنای «وضع کل شیء فی موضعه» یا «اعطاء کل ذی حق  حقه» را محقق می سازد که به وظایف خود جامه‌ی عمل پوشاند؛ عدالت به همین معنا, نه تنها  با پیشرفت در تضاد نیست، با آن همسو است به طوری که در دولت اسلامی عدالت محور، باید  بیشترین افراد به بهترین کمالات دست یابند. در واقع، اگر دولت همه تلاش خود را صورت  دهد تا بیشترین افراد به بالاترین سطح کمالات، به ویژه کمالات اخلاقی، فرهنگی، معنوی  و الهی دست یابند، در این صورت، چون حق مردم را به آنان داده است، عدالت را محقق ساخته  است. بنابراین، اگر پیشرفت به مفهوم اسلامی آن در نظر گرفته شود و شامل پیشرفت های  معنوی نیز گردد و عدالت هم به معنای اعطای حق به هر گروه یا فرد مُحِق در نظر گرفته  شود، در این صورت، یکی از حقوق، فراهم ساختن زمینه ها و امکانات لازم برای نیل به پیشرفت های  معنوی جامعه است. در اینجا نه تنها تزاحمی میان پیشرفت و اعدالت پیش نمی آید، بلکه  پیشرفت در جهت عدالت قرار می گیرد.},
