Given the limitations in the government's capabilities and the conflict between various interests in the implementation phase, the present research deals with the fundamental question about the criteria based on which government's interest in foreign policy is set. Answering this question can largely clarify Islamic government’s interest pattern in foreign policy. In response to this question, using descriptive-analytical method, this research suggests that government’s foreign policy on the pursuit of interests, on the one hand, depends on the quantity and quality of resources that the political unit possess and that can be interpreted as natural power. On the other hand, it depends on the expediency that follows the realization of any action for the political unit. Therefore, natural power and expediency are the two factors that modify and regulate the government’s interests. دولت اسلامی سیاست خارجی را در چهارچوب منفعت گرایی حقیقت گرایانه و با توجه به آرمان ها و ارزش های نفس الامری دنبال می کند؛ هرچند که در پیگیری حقایق به واقعیت های موجود نیز توجه می کند. با توجه به محدودیت توانمندی های دولت و تزاحم میان منافع گوناگون در مرحله‌ی اجرا، این سؤال اساسی مطرح می شود که منفعت ورزی دولت در سیاست خارجی با توجه به چه معیارها و ملاکاتی تعدیل و تنظیم می شود؟ پاسخ به این سؤال می تواند تا حدود زیادی تصویر الگوی منافع دولت اسلامی در سیاست خارجی را از ابهام خارج سازد. این پژوهش در پاسخ به این سؤال، با استفاده از روش توصیفی ـ تحلیلی، این انگاره را مطرح می کند که کنش سیاست خارجی دولت در پیگیری منافع، از یک.سو وابسته به کمیت و کیفیت منابعی است که واحد سیاسی در اختیار دارد و می توان از آن به توان طبیعی تعبیر کرد؛ و از سوی دیگر، وابسته به مصالحی است که تحقق هر کنش برای واحد مزبور به دنبال دارد. بنابراین، توان طبیعی و مصلحت، دو عنصر تعدیل کننده و تنظیم کننده‌ی منفعت ورزی دولت هستند. https://siyasi.nashriyat.ir/sites/siyasi.nashriyat.ir/files/article-files/1_20.pdf
