مؤسسه آموزشی و پژوهشی امام خمینی(ره) معرفت سیاسی 2008-4366 2 2 2011 02 06 در آمدی بر نقش جهاد در تدوین دکترین سیاست خارجی جمهوری اسلامی ایران 33 65 30 FA محمدرضا باقرزاده اول استادیار گروه حقوق مؤسسة آموزشی و پژوهشی امام خمینی (ره) 0000-0003-4311-3366 Journal Article 2011 01 05 The efficiency of the foreign policy strategy depends on such factors as resoluteness in implementing the aims, reliance on active and constructive approach, emphasis on realistic as well as idealistic trends, meritocracy, necessity of accessing to all forms of power in order to confront with the enemies of humanity, consistency of the various parts of diplomatic system, benefitting from firm perceptive and attitudinal supports, making use of all cultural, political, legal, economic, psychological, and military means, and adopting encouraging and punitive policies ( carrot and stick policies). These doctrines and approaches are proposed to be consistent with the components of jihad in the political thought of Islam. The presumption of such a strategy is to modify the approach to the nature of jihad in political fiqh of Islam. Contrary to the common assumption, jihad does not refer only to military operations. This word signifies a process of foreign policy which begins with taking cultural measures, invitation and ends with resorting to military force. The strategy proposed by political fiqh to achieve an active, dynamic, and constructive foreign policy is the very jihadi strategy based on a concept which more extensive than the framework of the charter of United Nations کارآمدی راهبرد سیاست خارجی، مرهون قاطعیت در اجرای مقاصد، ابتنا بر رویکرد فعال و سازنده، تأکید بر واقع گرایی در عین آرمان گرایی، شایسته سالاری، الزام به کسب همه اشکال قدرت برای رویارویی با دشمنان بشریت، انسجام در اجزای دستگاه دیپلماسی، بهره مندی از پشتوانه های مستحکم بینشی و گرایشی، استفاده از همه ابزارهای فرهنگی، سیاسی، حقوقی، اقتصادی، روانی و در نهایت، نظامی و برخورداری از سیاست های تشویقی و تنبیهی است. این آموزه ها و رویکرد ها در پرتو توجه به مؤلفه های جهاد در اندیشه سیاسی اسلام است. پیش فرض چنین راهبردی، تصحیح نگاه به ماهیت جهاد در فقه سیاسی اسلام است. جهاد بر خلاف پندار رایج، صرفاً بر عملیات نظامی اطلاق نمی شود. این واژه بر روندی در سیاست خارجی اطلاق می شود که از اقدامات فرهنگی و دعوت، آغاز و به توسل به زور نظامی منتهی می شود. راهی که فقه سیاسی برای دستیابی به سیاست خارجی فعال، پویا و سازنده فرارو می نهد، همان راهبرد جهادی مبتنی بر مفهومی فراتر از چارچوب مقرر در منشور ملل متحد است. https://siyasi.nashriyat.ir/sites/siyasi.nashriyat.ir/files/article-files/2_1.pdf
