Allama Tabataba'i, one of the great scholars of the Islamic world in the fields of philosophy, mysticism, interpretation, and jurisprudence, wrote important treatises on the major social and political issues of the Islamic world, especially the issue of guardianship and leadership. In this article, we show with a descriptive-analytical approach that from the perspective of the scholar, during the presence of the Infallible Imam, the Infallible Imam herself should rule as the Caliph of Allah, and during the occultation of the Infallible Imam, the person closest and most similar to the Infallible Imam, who is the most eminent and prominent individual in society, should rule the society.A person who is a scholar in knowledge of God and piety, one of the highest levels of piety, a jurist in knowledge of God's laws, and a person who is insightful, skilled, and courageous in knowledge of the conditions and circumstances of the world and the interests of people, is a clear example of the most distinguished individual in society and the closest person to the infallible Imam according to Allamah Tabataba'i, and has the qualifications for leadership and government.
