Resource-based Management Paradigm as a Necessity for the Internal Organization of the Government System of the Islamic Republic of Iran

Abstract:
Today, the world is neither under our control nor predictable; since the cause, intensity and direction of changes are unclear, we can neither expect actions and measures to be taken, nor can we be indifferent. Therefore, it is not possible in the current situation to adopt an environment-based approach for the country and it will be sensible to focus on a "resource-based strategy”. The purpose of this research is to see to what extent it is necessary to use a "resource-based paradigm" in the internal organization of the system. "Resource-based paradigm" is the theoretical framework of this research. Fuzzy Delphi method was used and 13 experts were consulted to qualitatively conduct this research. After three rounds of opinion polls, the components and indices of the internal organization of the government system of the Islamic Republic of Iran were identified. The research results show that in the field of economy, resistance economy, in the area of social systems, social solidarity, in the field of politics, policy coherence and in the field of technology, not depending on foregin aid constitute the main components of the internal organization of the system

Title :پارادایم مدیریت مبتنی بر منابع، به عنوان ضرورت ساخت درونی نظام جمهوری اسلامی ایران
Abstract:
جهان امروزی، نه در کنترل ماست و نه قابل پیش بینی است؛ نه می توان منتظر اقدامات و حرکات ماند و نه می توان عکس العملی نشان نداد؛ زیرا علت، شدت و جهت تغییرات مشخص نیست. بنابراین، دیدگاه مبتنی بر محیط در شرایط فعلی برای کشور امکان پذیر نیست؛ انتخاب «استراتژی مبتنی بر منابع»، عقلایی و هوشمندانه می باشد. هدف این پژوهش، بررسی میزان ضرورت «پارادایم مبتنی بر منابع»، در ساخت درونی نظام می باشد. «پارادایم مبتنی بر منابع»، به عنوان چارچوب نظری تحقیق می باشد. روش پژوهش، به صورت کیفی و با به کارگیری روش دلفی فازی و با مراجعه به 13 نفر از خبرگان صورت گرفته است. پس از سه دور نظرسنجی از افراد صاحب نظر، مولفه ها و شاخص های ساخت درونی نظام جمهوری اسلامی ایران شناسایی گردید. نتایج تحقیق نشان داد که در بُعد اقتصاد، مؤلفۀ اقتصاد مقاومتی؛ در بُعد سیستم های اجتماعی، همبستگی اجتماعی؛ در بُعد سیاست، هم افزایی در سیاست و در بُعد تکنولوژی، قطع وابستگی به خارج، به عنوان مؤلفه های اصلی ساخت درونی نظام محسوب می گردند.
