The rule “Tavalla and Tabarra” (loving the friends of God and dissociating with the enemies of God) regulates the foreign policy of the Islamic government and provides a framework for the type of interaction with Islamic and non-Islamic countries. Using Islamic sources and through inference from verses and hadiths, this article shows some aspects of the application of this rule in the field of foreign policy of the Islamic government. Based on the capacity that this rule creates, it is possible to offer a distinct classification of the current structure of the international system. On the one hand, using the rule “Tabarra” and with a focus on religious commonalities, a convergent current in thought and action is formed based on common beliefs; in various ways, this current increases internal synergy and maintains and expands collective authority in various ways. On the other hand, the use of “Tabarra “rule leads to theoretical and practical demarcation with those who not only do not agree with the monotheistic current, but also oppose it in every possible way.
