Truth means what should be and reality means what is, are two platforms for the formation of foreign policy actions, and determining the originality and setting the specific ratio between the two has always been one of the basic concerns of policymakers and politicians. Using the descriptive-analytical method, this article seeks to answer the basic question of whether historical data confirms the existence of the challenge of measuring the ratio between truth and reality in the foreign policy of modern governments. And if the answer is positive, how does the Islamic Republic of Iran, as a value-based political system, formulate its foreign policy in relation to these two influential components? The findings of the research prove that the optimal ratio of truth and reality has always been a major challenge in the theoretical and practical field of foreign policy since ancient times. According to its fundamental nature and foundations, the Islamic Republic of Iran makes the right-oriented strategy the basis of action in the field of foreign policy; But by pursuing the facts in the context of reality and paying attention to its requirements, he formulates his foreign policy based on the theoretical and practical coherence of truth and reality.
