In the contemporary era, following the presentation of desirable governance indicators by the World Bank, these indicators quickly became a common discourse in the political science landscape of various countries. In this context, countries must extract desirable governance indicators in different areas, taking into account the culture and characteristics of each region, to prevent the spread of a new culture of desirable governance in political science, which could potentially lead to a form of neo-colonialism. Desirable governance indicators focus solely on material welfare while also responding to the prevailing Western culture. Therefore, Islamic exemplary governance indicators address both material welfare and the spiritual well-being of individuals for every Muslim. Thus, in this research, by referring to the sources of Islamic teachings, namely reason, the Quran, and tradition, and using the method of jurisprudential reasoning, Islamic exemplary governance indicators related to agents have been extracted and articulated. It seems that the agents of an Islamic government should possess the main qualities of knowledge, piety, efficiency, and positive engagement with the people, some of which have their own branches that have been mentioned
